The rule of tech product is if you always wait for the next release, you will never get it. Plus 2 years is like eternity for tech. That is the common cycle for phones these days.
so the question you need to ask yourself is, is there any games out currently that you want to play on PS4. If you can list at least five games, get it. With the size of the games these days you can play average 1 game a month if you dedicate a lot of time or two to three months per game if you are a working person that play about once a week. 5 games can last you for 1-2 years comfortably, and by the end of it you should have a few more new games that you are interested again and it can keep you going.

One can't be too busy, you need some time of leisure otherwise when are you going to spend those money you work so hard for. If you already have some activity/hobby lined up for your leisure time, understand that some of them have to go when you have a PS4 if you want to play that PS4. Well it is not easy for a person to change lifestyle so it is down to what you enjoys more.
