By right.. Yes they should. As it's still our money. Kinda like Lazada and their wallet.. They'll issue a full refund to one's bank account provided one agrees to terminate the account for good. This is how I believe it should be. Even superglue Touch n Go allows account deactivation with full refund. Though one has to physically visit one of their counters to process the refunds.
