Why doesn't that qualify. E.g.
Today open new SSPN account.
Dec 2019, deposit 8k. Jan 2020 withdraw 8k.
Dec 2020 deposit 16k, Jan 2021 withdraw 16k.
As far as I can tell, you'll qualify for exemptions for 2019 and 2020.
