I doubt they'll give any special rates for your loan in exchange for applying for credit cards. They're giving gifts like <$300 for new customers not taking loan from them.
For public bank, question about activation should not arise. When you receive the cards, you'll see that they're "pre-activated".
I don't know blacklist or not. If you only reapply after a few years, I don't think they'll feel that you're messing around. If keep applying and cancelling then maybe yes.
My suggestion is, cancel the non-amex card (use the reason SST) and keep one of the public bank cards. Then you have credit cards from 2 banks. Higher total credit limit and 1 bank backup the other.
