Hi , After 7 months consistently in the gym ( 3-4 times a week ) i am starting to get no improvements and now am capped at 12.5-15kg on almost all dumbbell exercises.

but what about
repetitions ? for example you did 4x8 , why not do 2x9 2x8 ? or 4x9 ? you can slowly add in reps
Rest time between sets ?
etc etc
there are many ways to make more progress.
Though nutrition and rest ... you have to responsible on that end well
