what type of TV u using? try the test pen at your tv video in port. try the test pen again on the hdd with nothing else connected to the 360 (lan/video/sound).

i use to have a crt tv that sends high voltage out the video ports (but not constantly shock u, its kinda random). my av amp, 360, xbox1, astro are all shock traps.

on another case... this also happen to my PC if the earth wire is not properly connected, since the 360 don't use earth wire (my jap 360 doesn't), try eliminate the problem on other appliances...
