I received the "Your device is not provisioned for carrier billing" error on when I tried to make an in-app purchase, I removed the payment method to try again but now the option doesn't show up at all. I have tried restarting the device, clearing play store cache and am on LTE when doing this. No dice.
I can't even talk to customer support because my language is set to Mandarin and I don't know how to change that
