Actually it works on IE7 if you quickly move your mouse over text elements, but the menu quickly disappear whenever the mouse is over empty spaces in the menu boxes.

Adobe.com has similar drop-down menu over flash movie and I think they're using background images as a layer above the flash movie to prevent flash from fighting for control.
