after doing some calculation, i can confirm that Card King is the best way to spend gem in getting legendary commander or gold head


for example :

- in Card King, spend 3600 gem for minimum of 3 gold heads + other goodies

then in others :

- cream : 1000 gem for 1 gold head; no goodies
- wheel : really random and risky, can spend 3800 gems for 5 turns and get only 1 gold head or commander head
- shop : 2000 gem for 1 gold head

what else...?

wheel is super risky, i spin 10 times for edwards wheel and got not a single edward sculpture or golden head

Wheel for specific commanders: spin 10 times for 7200 gem. and get 5++

Wheel for universal: spin 10 times for 6000 gem and get 5++
