To check into that matter, go into field test mode by typing *3001#12345#* then call. Choose LTE. Next, go to Servicing Cell Info and try to look at the freq_band_ind to see which band you're connected to. If you're on band 7, you're likely to be throttled or the tower is congested. Also, you're likely already on CA since every tower that had been already equipped with band 7 also have band 3.
Next, go back and choose CA Status. From there, you can see whether you're really on CA or not by looking at the Component Carrier. If got more than 1, you're on CA
