That is the surcharge if exceed RMB 200. If you reload into wallet and pay from wallet with value exceeding RMB 200, then no charge.
Then it's a question of where to reload wallet balance with cash.

Can try to get some China people to help you. Like the Hotel people.

Or if you have WISE then can workaround to upload to Alipay wallet.

Or if the exact payment is not too far from RMB 200, then you can do a few times. If too many times then not practical and will be flagged.
