 Landlord not returning security deposit, What should i do

I have a problem here renting a condo house in Vista Millenium. The landlord was an Indian guy. When i signed the tenancy contract, i paid 2 months of security deposit and utility depo worth of 1 month rental. I had taken care of the house, and any house prob i made sure that i fixed it properly. I paid all the bills properly too.

I left the house after 1 year, fulfilling the contract fully. I returned the key to the landlord but he said will return the depo to me within the following week. I trusted him, but he didnt refund back my depo the following week.

He made few promises of returning my depo back but it was all empty promises. It has been over a month since i passed the key back to him, and i have yet to get back my depo. I believe the landlord was just outright scammer. What can i do in case like this? Can i make a police report towards him for breaching the tenancy agreement by not refunding back my deposit?

Should have used the deposit to offset the last 2 months rental. Easier and less hassle.

Bring the contract and make police report.

I asked my friend, which is a lawyer, and she said police might not handle such cases of agreement breaching.

Has there anyone that had the same case and managed to get back the security deposit thru police report?

Make police report to have it documented that there is such an issue.
Perhaps you can try go to consumer tribunal to check.
