Nope, not always true. Hankook V12 Evo 2 is silent at only 67db (rivaling those Primacy) and yet already ultra high performance category like Michelin PS3/4 at much cheaper prices too.But i think the best bet would be Michelin Primacy range of tyres if you want silent and grip well.
