2-storey renovation

1-modernize car porch modernize (tile + extend enterance + gate)
2-Extend behind kitchen and 1st floor, I think 24 * 10.
3.Relocation of toilets.
4-Repaint whole house.

And do we need approval with local municipal council? need to engage with architect for the extension?
