can report this problem to the building management but take some time for them to repair the fiber cable. Or find any qualified fibre contractor to fix this cable problem

Depending on the Building management itself, moreover, the condo is still under construction, so it is not clear which ISP the management will choose. After all you stated that the surrounding condos have TIME. It is not impossible that TIME will offer their internet plan at the condo.

if so, you just need to setup as usual, enter the PPPoE ID & Password.
No need to call TIME CS. Unless you are using a Modem Router like the 1st pic.

I'm not sure why, Based on statements by amanz.my and lowyat.net

TIME uses 10G PON technology from Huawei, which has been started since 2019.

For now 2gbps speed is only offered in a limited area. (Areas that currently use 10G PON technology)

in theory the gigabit network card can reach 1000mbps, in reality it can only get around 940-960mbps.
