 Should i change CPU or GPU?, Have leftover money to spend

Hi everyone, i have saving up money for upgrading my old PC but have problem either to chose CPU or GPU to upgrade. This is my specs.

I5 4570, H97M anniversary, 8gb ddr3 RAM, R9 290 DCUII.

If i change CPU ill sell all above except GPU for Ryzen 5 set or sell GPU and buy gtx 1070. So which route should i go.

I play Civilization 6, game run smooth but population doesn't go over 100k and days cycle goes slow after 40k, this is mainly cause of CPU, same goes to StarCraft 2 when too many unit on screen. I also play GTA5, Watchdogs 2, Shadow of war, games run fine but sometimes it's stutter here and there and Red Dead Redemption 2 just around the corner.

I already done a calculation my money just enough to buy either two. So what should i do? Please help!

My Ryzen 5 bench on stock speed. U can somewhat estimate the performance difference since my gc is more or less on par with your R9 290.

No issues on 1080p gaming.

So its worth upgrade CPU over GPU..? Coz i maybe not able to upgrade this pc for the next 2 years..

Well, GPU it is then... Actually i really want zotac mini since last year but R5 4C/8T and high frequency RAM really help in civ 6 but after ur explaination ill go with GPU and if have some money at the end of year ill just swap my i5 with Xeon or cheap 4770... 'if' i have money, hehehe

For everyone who help giving me opinion about choosing components thank you very much. It's really help me.

You really give me a headache... Hahaha.. if u in my shoes what u do... Remember budget is just enough for either CPU or GPU upgrade.. i need to stick with it atleast 2 years.. if choose wrong it will be 2 years of mistake... Kekeke...

Option 1:
Cost of system upgrade:
Ryzen 5 2600 (RM 850)
16GB DDR4-3000 or 3200 (RM 750-850)
B450 Motherboard (RM 400-550)
=Roughly RM 2250 max

Pro: You get a newer architecture, upgrade path to future AM4 processors as well as less headache on GPU upgrade later (just GPU cost, if PSU can support)
Cons: Need to install all your favourite apps, unless you keep old system as work rig. If just for gaming, mainly just Windows and Steam.

Option 2:

Compared to your R9 290, GTX 1070 is just 2 tiers up on Tom hardware's GPU hierarchy. GTX1070Ti would be better and more stock.
Cost of GTX1070Ti is also around RM 2000-2300, but to take advantage, may need monitor upgrade to 1440p, which will also cost RM 900-1200.

Pros: No need to reinstall stuff
Cons: Limited by older CPU platform, next time have to change to make full use of GPU. Only marginal improvements at 1080p, more at 1440p (additional cost of monitor applies)

TLDR:
If you are gaming at 1080p, then going to Ryzen 5 will improve games with previous CPU limits.
If you are gaming at 1440p, then the GPU upgrade would help more, and you can save up for new platform

Okay... Does Ryzen really need that high frequency RAM? I saw 2666 for less cheaper.. And i used to own Fx8350 the only reason i change to 4570 is micro stutter, even it run 60 fps but i can still feel it stutter and not at 4570.. well when copying,extracting,rendering FX is more superior in my opinion.. does this happen to new Ryzen VS Sky/Kaby/Coffelake..

You're right, even R5 2600x alone beyond my budget. Im just. Looking for mid to low R5 set or 1070. Im not looking for huge bump of performance, that will shred my bank account.

3 is my problem the other two is not my concern anymore. With me going Ryzen im stuck with R9 290 and 1080p reso.

That exactly what i mean... i don't even care if i got bottleneck (not massive) but fps beyond 60 for incoming games instead balance between CPU & GPU but strugle to keep 60fps... This bothering me alot..
