Actual usage:
I am a U Mobile GX30 prepaid user. GX30 unlimited data maximum speed is 3Mbps. But I still can watch the 720p videos in YouTube.

Youtube only allows video-buffering for about 30 seconds of the video when you hit the Pause button. On GX plans, if you set Youtube video quality to 1080p, the video will stream in stutters, ie not continuously and smoothly. If you do video-buffering, stuttering will still occur because Youtube only allows about 30 seconds of video-buffering at any one time.
....... You can disable this video-buffering limit of 30 seconds set by Youtube so that you can let the whole video buffers to completion at 1080p by waiting some minutes, depending on the length of the video, so that that playback will be continuous and smooth all the way until The End.
Alternatively, you can download the Youtube video to your mobile device and use a media player app for playback later. Note that other video streaming websites may restrict downloading of their videos, in order to make you pay for unrestricted downloading, eg websites offering free HK TVB shows.

yeah, since im quite comfort with watching youtube or playing youtube videos on the background while doing work
so i guess 480p is do-able but 720p is the least that can give sharp playback on videos with lots of texts and details
example are tutorial videos (misc things, but mostly with texts on it)
if the GX plan can do 720p smoothly then i will take either the GX plan
