Specs:
XPS 15 9570
I7 8750H
GTX 1050 TI

I under volt until -0.140V it still can hit up to 98C with 30-40% use of the CPU, hope to get any suggestion...

Service lah. Why need to undervolt? If after service still the same temperature then your proccesor problem.

Disable Intel "SpeedStep" if you want your processor run in full speed all the time.

If you do not like the 98c at full usage, then you can only return the unit to DELL. Else if you know it is by design, then there isn't any problem at all.

Well.. that is 6 core processor in a thin body.. if you check the reviews all mention thermal throttling due to the heat.

If you want to try to make it run cooler, i suggest dosable turbo boost and set the processor limit to 60% or something

change thermal paste but with that i7 8750H inside a thin design laptop so i think the cooling design wouldn't perform good enough to cool down these kind of proc.
