1. Depends on your intention. Really wanna master the language or only to watch anime?
2. Classes - refer to PAGE #1, POST #1. List of Japanese languages classes in Malaysia is there.
3. You can start learning from basic through [Minato] “Hirogaru Self-study Course (Vol. 1) --> link on Page 1, Post 1. I'll recommend completing the Hiragana & Katakana course first. These 2 are vital. Without the ability to read the characters, it's not possible to progress.

This is very tough. I have issues with kaiwa as well.
There's a website that allows you to connect with local Japanese to converse. You can look for someone who can speak some English, to help guide you on the conversation. They mostly use Skype.

Self study! Watch a heck lot of anime and dramas and you will be fine for vocabulary and listening.
Anime contains a lot of improper Japanese, mixture of slang and improper grammar. We're actually discouraged from watching it.
As for drama - depends on what drama. The ones on NHK is usually fine lol.

On a serious note, agree that it's pretty much impossible to learn proper Japanese through animation. It's possible to learn some vocabularies but proper sentence structure and form changes that i mentioned - impossiburu.
