Usually provisional accreditation is for new program. Especially if the college or university is already established you don't have to worry about it too much.
For an existing university or college with other fully accredited programs, when they want to create a new program they will apply for provisional accreditation from mqa in order to run the program and accept students to the new program.
Once all requirements has been fullfil then mqa will grant then PA status. FA status will only be given once the first batch of students has graduated from the program.
If the college is brand new then you can start to worry. If the college is already established then usually no problems.
