Does your 768p/1080p/1440p monitor able to watch 4K YouTube videos? Of course you can. It just downscales to fit the resolution its in. And it works exactly the same on the XR.
With that logic technically the Note 9 cannot watch 4K videos since the screen is not 4K.

as long as the content is not lower resolution than the display, it will never look bad. it is the same case as last time TV broadcast is in standard definition, but i do not really find it so bad.
but if it is to display SD content on HD or FHD or 4k display now, it will look bad.
