 Request tnb to cut electric

Hi, my tenant did not pay the tnb and the bills have been accumulated alot. I reminded him to remit the payment multiple times but to no avail. He is also been dragging my rental and refuse to move out.

Since the tnb bill is so high and i don’t want it to get higher than the utility deposit, can i request tnb to terminate his electricity so he would be forced to make payment?

Has anyone face difficult tenant like this before?
Any advise?

He seems like a really bad tempered guy he wanted to move out but refused unless if i return all the deposits.
He signed 2 years contract and have only stayed for about half year now.
The deposit is 2 months rental + half month utilities.
I told him by right if he breach the contract all the deposits would be burnt but i agreed to return him 1 month deposit and the remaining utilities out of pity.
He said its not fair for him, he wants all the 2 months + utilities.
He said since i do not agree then he would continue renting, and continue to drag but i would not let him drag until the following month.

He obviously is unable to afford but insist and playing mind game with me.
Its tiring having to deal with tenant like that.

Yes he is very shameless. He can host his friends in the house and be proud of it and little did the friends know he doesn't pay rental.
I will request tnb to cut the electric asap.
