what phone she using now?

if comes from plus model, the weight is still acceptable. choose the xs max.
if comes from non-plus model / iphone x, choose the xs.

cloud is for backup purpose.
if both your phone / computer backup rosak, you still can retrieve from cloud.

since you value your old memories so much, it is best to upload all to cloud, unless your private photos are naked photos / contains sensitive info.

how many iphone you want to bring in? Most of the time, the airport officer will not check, they only scan big luggage / box.
Just put all in your backpack / bag and you should be safe.
