I have the same issue. Tried this morning and still the same saying the CC issuing bank is not reachable. Call bank and they said no issue was reported. So I really  wonder is shopee's issue or the bank. 

My one is AEON too, check with Shopee, Shopee said pending verification and they mentioned AEON got problem in midnight and AEON just rectified it.. said the order status will change later.. when cal to AEON, AEON CS said she is busy right now, will call me back later.. what kind of service is that..
