Has anyone manage to use free shipping voucher on Preferred+ seller?

I notice that some seller which i've bought things previously has been upgraded to Preferred+ and no free shipping can be used on the seller store now..

Another thing i notice that after the new shopee commission fee announcement, some seller has already increase their price..😅
