Try clear data, re-login shopee app, they got lot of data corrupted issues, facing some like the bank payment page can't load, but fine on chrome which is the webview.only found this when im googled

Better uninstall and install to ensure the APK also clean without corrupted, and latest version.
If still not allowed, go check your phone certified or not, if not, then it can be bootloader unlocked or rooted or unofficial ROM.
