Yup, seems like it works now. Those still not working most likely is the payment attempts repeating too much and transaction has been blocked by bank. Try cancel the order and reuse other card for reordering and should be working.

Happened once before, an oversea seller with a very attractive priced item (half the market price).
1st symptom, item ship out so fast but without tracking #. Then within a week suddenly item status claimed delivered.
Don't ever click the confirm of receiving & immediately choose the refund option. Will wait 3 days for shopee to investigate, which seller may not agree with refund & will have dispute. However, just ask seller to show you the POD (proof of delivery) and they normally can't show it. In the end just wait for the dispute finish & refund will be triggered.
