Saw banner but not available (first claimed the voucher but disappear in voucher list and when make payment) on my account. Also not able to select the 25th June bill payment voucher. Could be soft ban, as this happens on few months ago if any users keep able to select bill payment voucher for payment.

I suspect the cool down or reset period every month. My experience during the 1300 coins vouchers was that i am able to apply more vouchers last month, but restricted on current month and able to start apply again on new voucher on next month.

For example:
June: smooth free shipping and cashback voucher
July: limited/ soft ban free shipping and cashback voucher
August: free to apply free shipping and cashback voucher

In the past, from RM2~RM15 to RM200 per order. Each event can have at least one order up to 10 orders (10 orders if no restriction and many free shipping voucher available for grab). But recently there at least 4 free shipping for grab per each event.
