Wht probably u mean is voltage regulator. The common one is LM317T which can provide up to 1.5A. There r also 3A & 5A ones.

Wht's an adjustable transistor¿ Think u mean variable resistor (VR). If the fan's current rating is higher than that of the VR definitely cant withstand lah

No need for a PCB...jst use veroboard. U may hav a look @ pics I posted in my gallery as reference
