Just installed mine FOC on outer windscreen yesterday (didn't ask why it not on headlamp).
The registration is opened again, this is how I managed to get.

1. Get touch n go ewallet app on your smart phone.
2. Register here http://www.touchngo.com.my/html/preregisterrfid.aspx
3. Wait a few days, no one contacted me or anything.
4. Register and book an appointment to install here! https://rfidregister.touchngo.com.my/

Wait time for step 3 may be variant, if you can't wait, just keep trying step 4 every day until the system recognized you are registered pilot user from step 2.

Update: If you didn't get RFID TAG activation SMS after 24 hours from installation time, call TnG and it should be activated in few hours time.
