Sidenote: No research grant? What field are you from? It's a bad start for PhD students in Science to start their PhD study without grant.

Not sure about law background. I was from biological science background when I did my PhD and research grant is very important. It gives me monthly allowance apart from allowance i received from mybrain

Yes. Usually for science students, there is allowance allocated for them under research grant and it is called Graduate Research Assistant (GRA) allowance. It usually ranges from RM1800 for Masters and RM2000 for PhD. For myBrain15, there is RM 1800 allowance for PhD students. If you get both research grant and mybrain scholarship, then your supervisor will decide whether you are still eligible to receive allowance from research grant as mybrain alone already allocates allowance for student (PhD).Some nice supervisors will still give you allowance under research grant while many supervisors will stop to give you allowance under research grant once you receive scholarship.

And yes, to answer your question you can apply for both at the same time.

No allowance for Masters student under mybrain15 program.
