I know that TNB and many government department inherited a lot of houses from the colonial era that they didn't care to maintain so they became rumoured haunted house when it isn't.

One of my relatives is a wife of Ngan Yin peanuts, she used to live in a bungalow owned under company name also until she didn't bothered with the old house so it became abandoned, and people rumoured it to be haunted, even when there is no murder or anything that take place.
