My anniversary date is Aug, but the annual fee is charged on the Sep statement. Am I suppose to pay the SST?

For those who went to the branch to add the supplementary card to the PBE online banking, is it just to add the phone number to enable TAC? Because I went to the branch, they said they can't help to add the card to PBE online.
