I am currently using an i7-3770 CPU with 16GB DDR3 1600Mhz RAM, together with a GTX 970 for work and gaming. This PC I built myself in 2013. I do quite a bit of multitasking and also play the latest games at 1080p.
5 years later, am wondering if I upgrade to the latest intel CPU like i5 8400 or AMD's Ryzen 2600 along with DDR4 2666Mhz RAM, will there be any noticeable difference in performance? Or is it better to just upgrade the GPU if I want more power for gaming?
Total cost of upgrading will be around RM300, after I sell my current PC to a friend.

You will find less stuttering when the games uses heavy CPU. My experience with Ryzen 7 1700 from i7-4790K is no stuttering at all. GTX 970 will need at least GTX 1060 (GTX 980 performance) to see noticeable improvements for 1080p. Also, GTX 970 has issues if the game uses more than 3.5GB VRAM.

In terms of processing power the change is significant, but it's subjective to what sort of work you're doing.
A more powerful GPU for gaming might not be a good idea because your processor might not be able to push it well.
I would say I use my PC for roughly 70% gaming and 30% work/productivity, do you think I should go with i5 8400 or ryzen 2600? Price difference is minimal between these 2 platforms.

Both are excellent stuff, now question is what sort of gaming you're having?
Here's my test on gaming, works great regardless which one you choose (2600X or non X)

wait for Intel's 9th gen - higher core count for i7 and i9 mainstream CPUs. I'm planning to upgrade to i9 9900k
I'm currently using i7 4790k @ 4.8 Ghz, performance is still great. Only bottleneck is my GTX 1060 on a 2k monitor, silly me.

If you're on a 2k monitor, then the bottleneck definitely comes from your GPU. Gtx1060 was never meant to be 2k resolution gaming card. It lacks the memory bandwidth. You need a gtx1080 for tht.

I decided to keep my i7 3770 and keep using it since it doesn't bottleneck anything. Luckily I have a Z77 motherboard and can overclock my non k CPU to 4.3Ghz.
Did a lot of research and saw a lot of benchmarks, it's pointless for me to upgrade my ivy bridge platform if I don't have a really powerful GPU like GTX 1080 TI. My current GTX 970 is powerful enough to run the latest games maxed out at 1080p 60fps.
