As i mentioned, they would have the ability to close account (if one screw them enough) and do manual refund.
but the t&c says top up amount not allowed to withdraw so it depends on their good will whether allow or not.

Either way, it's a drastic over the top action towards their customer.. Especially as the issue wasn't caused by him at all. He's not asking for SV, but his own money. I get their T&C is there to protect them. But for less than RM100, they get to earn his goodwill. IMO, they should officially or unofficially amend their service, such that those who require refunds cuz seller canceled or no stock, can immediately withdraw to bank account. If buyer manually cancels, then refund to wallet only to spend again later. This should be fair for both sides.
