May I know is there a way to report or write a review on an order cancelled by seller?

Seller lied that they have ready stocks but then told me they are waiting stocks from supplier.

Cancelled my order without notice after delayed the shipment intentionally for 2 weeks.

Now I have to pay RM100 extra because the promotion is over, and lose some free gifts as well.
