Unable to connect to PSN, Error NP-40831-6

Hi guys, have been encountering this issue, unable to access PSN network at all. Working @ SG now and using StarHub line, all internet can use, only PSN can’t connect, solved once by calling Starhub to reset IP and all the big hoohaa, but after awhile same problem again, anybody encountering the same problem with a permanent solution ?? Thanks in advanced!
