Cryorig H7 gives better performance, and also more expensive I think. It looks modern while Hyper 212 is value for money for its low price. Suggest go for H7 if you have budget.

Hyper 212 anytime for me because your CPU is multiplier locked. Thats y it makes no sense to buy expensive heatsinks. In fact if im in your shoes, i will even be more cheapskate and look for old sandy bridge , ivy bridge or haswell i5/i7 stock heatsinks for dirt cheap price or maybe free.
The problem with your current stock 8700 heatsink is the whole heatsink is made of alluminium because intel want to cut cost. In the past, such all-alluminium heatsinks are only provided with i3 and below range cpu. The ones i mentioned for older gen i5/i7 have a copper base bored into the alluminium construction with the fin stack, thus better cooling ability.

I'm using Hyper 212X to cool my 4790k @ 4.8Ghz (overclocked).
So far, it does its job at a reasonable price.
Idles @ 35 degrees Watching YouTube, videos etc @ 40+ degrees Typical gaming full load @ 75 degrees
If you want to save money, just get the 212X
