Choose Malaysia local server for software update?, Which is faster? local or foreign?

Regarding Linux / software update, most distro will ask you if you want to choose a local server. Is local faster? My last Ubuntu 16.04 was setup with local server update but it seems very slow. Not sure where the local repository are stored (dunno which university/company). What's your opinion?

eww ubuntu, and yes malaysia is slower because our internet in these establishments suck.

I find the UTM mirror maxes my connection, so long as I avoid times when the students are hammering their network. Overseas repositories are usually slow

Mirrorbrain (neat thing SUSE and many other projects use to determine best localized mirror server) typically just redirect me to Taiwan or Japanese server. And it is was correct decision most of time.
