For good specs and cheap price, look at T95z plus. Ard rm300 - 350. You get 3gb ram with 32gb storage running on android 7. There's also the H96 Max that comes with 4gb ram but a slower rockchip rk3228 processor. Should be around the same price. The lastest one with the crazy fast rk3399 also got but price is ard rm600+.

For apps, try redbox if want free. Has channels from all over the world. Obviously will be missing those more premium paid channels though.
