Malaysia is under the burden of the previous Govt's spending decisions

let's pick just 2 of my favourites: 1mdb and AV8

1mdb registered a net loss of ~Rm40 billion out to 2039, or about Rm2 billion/year from now. Assuming current defence budget spending of 4.7% and this sum enters the national budget,

1mdb resulted in net loss of Rm94 million per year to Defence for the next 20 years

More important than funding however is efficient deployment of that funding. E.g.,

AV8 contract for 257 vehicles was valued at approx Rm7.5 billion for 257 vehicles, or Rm29 million per vehicle

AV8 sold off-the-shelf to Oman is estimated at Rm2.06 billion (USD 500m) for 172 vehicles, or ~Rm12 million per vehicle

Had a similar off-the-shelf solution* been procured for the ATM without unnecessary R&D, TOT or "commission", it is likely a similar pricing might have been achieved. Of course, the local industry of Deftech and the ex-PM's hometown of Pekan would not have benefited from revenue and jobs. Nonetheless,

AV8 program resulted in total loss of Rm4.37 billion to Defence ( [29-12] x 257 vehicles)

I wonder what other losses occurred from other projects which we do not know the specifics of...

*For example, the French VBCI cost EUR 3.5m each or Rm14 million at 2012 exchange rates, Rm16m at current rates
*
how can AV-8 program lost ? we produce only for our own use ? no sell international ?

PLA Air Force to unveil strategic stealth bomber in 2019?

user posted image

Less than a week after Chinese state media said the H-20 stealth bomber program was making “great progress,” there are now reports that the People’s Liberation Army Air Force, or PLAAF, might be planning to publicly reveal the plane during celebrations the mark the 70th anniversary of its founding in 2019. It has also emerged that the PLAAF showed off a logo featuring the silhouette of a flying wing-style aircraft at a recent official gala promoting plans to establish a “first-class strategic bomber division,” which may also be a nod to the up-coming H-20.

PLA reforms: China cuts its ground forces in half, expands Navy and Air Force

China's military, the world's largest force, has cut the size of its land-based army by about 50 per cent and significantly boosted its navy and air force as part of an "unprecedented" strategic shift designed to transform the People's Liberation Army (PLA) into a comprehensive modern force.

The 2 million-strong Chinese military has significantly boosted its navy, air force and new strategic units and downsized its land-based army, the Hong Kong-based South China Morning Post reported.

The statement indicated that the four other branches of the PLA – the navy, air force, rocket force and strategic support force, which is responsible for areas such as cyberwarfare - now together make up more than half of the Chinese military, overtaking the army, which has traditionally been the dominant unit of the PLA.

Shanghai-based military analyst Ni Lexiong said the overhaul marked a significant strategic shift from having a homeland-based defensive force to one with the capacity to allow Beijing to flex its muscles beyond its national borders and to protect its interests overseas.

Ni told the Post that it also means that branches such as the navy, air force and missile units can now play a bigger role in the event of conflict by fighting enemy forces beyond China's borders.

actually this is not consider cut , they transfer to become police force, PLC has convert all their boarder guard police to army forces , they call it take over responsibility. and previously the firefighter are part of police , now they also restructure dunno under what flag or as an independent department.

Last time PLC has really fark up Police system , they separate too many type , some are Law enforcer , some are under the court , some are direct under national security , some are armed force like army, immigration officer that cop passport, until the Jail officer also consider police, not to mention thous regular police like maritim, special force, traffic etc. and they all are under different govt department too (武警,公安,民警). Now they wanna restructure the entire Police force all become "professional" police like others country, this is why they will take in some regular land base army.

Future the inland securities will be more responsible by Police, and Army are use for long range operation , include claim the sea and foreign land brows.gif this is why they will put more on the Navy and Air force, they wanna do like US , whenever there is peoples of China citizen , they will ensure the peoples safety, reach to help within 2 hours whistling.gif

Here's the China Coast Guard vessel patrolling Malaysian waters around Luconia shoals yesterday. Like every day. This is a very strange thing to proclaim neutrality about.
