DSA 2018: Malaysia’s Boustead lines up second batch of Kedah-class vessels



Malaysia’s Boustead Heavy Industries Corporation (BHIC) is preparing a proposal to supply the Royal Malaysian Navy (RMN) with a second batch of MEKO 100 Kedah-class corvettes, the company has confirmed to Jane’s .

Speaking at the Defence Services Asia (DSA) 2018 exhibition in Kuala Lumpur on 19 April, Zulkefli bin Mohd Ghazali, BHIC’s head of project planning and co-ordination, said that the company has offered a batch-two design based on the original hull, the licence for which BHIC has acquired.

BHIC has also recently formed a partnership with the RMN to review the design and make improvements based on RMN requirements, he said.

The first batch of six Kedah-class corvettes, referred to in Malaysia as New Generation Patrol Vessels (NGPVs), were built through a partnership between BHIC and Blohm+Voss. The first two vessels were built in Germany between 2001 and 2003 and entered service in 2006. BHIC built the remaining four vessels in Malaysia, the last of which was delivered to the RMN in 2010.

The RMN has a stated requirement for an additional 12 Kedah-class corvettes, which are expected to be built through two additional batches. The acquisition forms part of the RMN’s ’15 to 5’ modernisation programme, through which the RMN plans to consolidate its fleet of 15 ship classes into five to improve cost efficiencies.

Ghazali said that in line with this programme, the batch-two proposal is “budget driven with a cost ceiling we cannot exceed”. Jane’s understands that the targeted unit price of the second-batch ships is less than MYR500 million (USD129 million).

Although most of the proposed dimensions and specifications of the batch-two class are the same as the batch-one vessels, Ghazali added that cost efficiencies will be achieved by “scaling down” some of the configurations and capabilities, including weapons systems.

It is last years news, what I'm finding out is if this proposal has gained any traction with the Admirals & MENHAN or have they dropped it?

If the gov opted for this type of sub, with the option of type 209 or never....then we have no choice but to accept.

Operational cost is classified, but not up to secret level. Its known as it involved companies as well. What make sub secret is the position of it when at sea.

209 is kinda old right?

Thats already 6 new subs. The remaining 6 subs is the planning. Whether or not the target of a total of 12 new subs could be achieved BY 2024 only time will tell.

209 has many versions. I have been on board the one belongs to Peru. Their subs quite old.... the one with korean & indon quite modern. But still, because of the design, 209 has limitaton in term of speed & trim, also weapon loads.

Both passed the course, which is known for its high failure rate of more than 50 per cent. The RSN is the first Asian navy who have sent personnel that have passed.

Malaysia can develop its manufacturing industry, and 2030 is not too short a timeframe to do it in. Unlike say finance or biotech R&D, it's not an excessively knowledge-heavy industry, so we can potentially take this away from Singapore. They just can't beat the lower cost of the Msian environment.

US wants to know if Pakistan used US-built F-16 jets to down Indian warplane


ISLAMABAD: The United States is "seeking information" on whether Pakistan used US-built F-16 jets to down an Indian warplane, the US Embassy in Islamabad said on Sunday (Mar 3), which may violate the F-16 sale agreements between Washington and Pakistan.

Pakistan says it did not use F-16s in shooting down an Indian warplane when it crossed the Line of Control that acts as a de facto border in Kashmir.

Islamabad says this was an act of self defence.

"We are aware of these reports and are seeking more information," a US Embassy spokesperson told Reuters.

"We take all allegations of misuse of defense articles very seriously."

US often inserts restrictions on how its exported military hardware can be used through so-called end-user agreements.

Home Ministry proposes increase in allowance for RELA members



PUTRAJAYA, Feb 19 — The Home Ministry has proposed that the allowance of People’s Volunteer Corps (Rela) officers and members be raised by RM2 an hour, said its minister Tan Sri Muhyiddin Yassin.

He said that would see Rela officers’ allowance increase from RM7.80 an hour to RM9.80 an hour, while that for the members would be raised from RM6 an hour to RM8 an hour.

“The ministry will try to get the raise implemented this year. Nevertheless, it will depend on the Finance Ministry’s approval because it will involve an additional allocation of RM10 million per year compared to the existing annual grant of RM40 million,” he told reporters after attending Rela’s 47th anniversary celebration at the ministry here today.

Muhyiddin, who felt that the additional allocation was not excessive, said he would write a supporting letter to the Finance Ministry to get the proposal implemented.

Earlier, in his speech, he said the proposal to raise the allowance had taken into account the cost of living and welfare of all 3.1 million Rela members and their families, adding that Rela’s allowance was last reviewed seven years ago, in 2012.

Muhyiddin said Rela’s scope and jurisdiction also needed to be reviewed so that the department’s role could be improved, and expressed his personal appreciation and thanks to the Rela team.
