Airbus Helicopters selects Malaysia as its Maintenance, Repair and Overhaul (MRO) hub for the Asia-Pacific region
![]() KUALA LUMPUR: Airbus Helicopters is positioning Malaysia as its regional hub for the maintenance, repair and overhaul as well as training simulation and new completion and deliveries. Chief executive officer Bruno Even said Airbus Helicopters sees Malaysia as a growth potential serving Asia Pacific region. “This is our strategy to strengthen our footprint in Malaysia in all areas including commercial aircraft, military transport and space applications. “The expanded facility in Subang will enable us to provide the best possible support to our customers in the fast growing Asian region, backed by our extensive range of helicopters,” he said at a media briefing here recently. With over 15 years of presence in Malaysia, Airbus Helicopters has over 100 civil and military helicopters in service, supported by more than 100 personnel to serve customers’ operation. “We are also integrating all heavy MRO service for Southeast Asia (SEA) in Subang, while finalising the new helicopter completion and delivery centre,” he said. Even said Malaysia would become a strong base for Airbus Helicopters with the addition of a AS365 Dauphin full-flight simulator, offering customised training for operators in the region and customers globally. The simulation centre has already been offering H225 training to pilots and crew from from customers in the military, parapublic and civil sectors throughout the Asia Pacific region. The company accounts for about half of the civil and parapublic market in Malaysia, reflecting its wider success across Asia and the Pacific with 2,000 helicopters currently in service. “Malaysia is also the regional centre for helicopters service with strategic location for an industrial base for us to support the market, training as well as MRO services. sos |

F-35 unit costs keep rising despite promised savings
![]() Contradicting promises often repeated by Lockheed Martin and the F-35 Joint Program Office, the Pentagon Comptroller’s report on Program Acquisition Costs by Weapon System, also released March 12 as part of the FY2020 budget, shows that F-35 unit costs are increasing in FY2020. (highlighted in yellow) As clearly shown by the table at top, excerpted from that same report, the average F-35 unit cost in FY2019 was $108.78 million ($10.117 billion divided by 93 aircraft), but will increase to $117.6 million ($9.175 million divided by 78 aircraft) in FY2020 – an increase of $8.81 million in a single year. This contradicts the recurring claims that the F-35 unit cost continues to drop, and that it will soon attain $80 million. Specifically for the F-35A, the FY2020 budget request earmarks $4.929 billion for 48 aircraft, or $102.7 million each -- $8.7 million more than the $94 million unit cost in FY2019. In addition, the cost of post-delivery repairs, modification and upgrades are mounting fast, and jump 45% in FY2020 to $424.5 million, compared to $295.1 million in FY2019 and just $89.9 million in FY2018 (highlighted in blue). Finally, the F-35 program’s R&D costs are due to increase by $444 million in FY2020 (outlined in green), to over $1.6 billion, even though the program’s development phase ended in April. Clearly, the FY2020 confirms that the Pentagon is taking steps to find other baskets to place its tactical air eggs: -- The Air Force is cutting its orders by 8 F-35s and buying 8 F-15EX instead; -- The US Navy is buying only five F-35Cs, but 24 F-18 Super Hornets; -- The Marine Corps is cutting a dozen F-35Bs from its budget In parallel, F-35 costs are increasing instead of dropping, and the cost of post-delivery repairs and modifications have more than quadrupled in just two years. sos |

Indian Coast Guard vessel ICG Vijit docks at Port Klang for a five-day visit
![]() The Indian Coast Guard (ICG) vessel, Vijit docked at Port Klang today for a five-day visit to the country. The 94-meter Vishvant-class OPV arrived at the Boustead Cruise Center here at about 10am and was greeted by the Selangor Maritime Director, Kapten Maritim Mohammad Rosli Kassim. Mohammad Rosli when met by reporters said the presence of the ship was an honor to the Malaysian Maritime Enforcement Agency (APMM) because with the presence of the vessel it was able to provide opportunities for APMM in strengthening strategic collaboration between international coastal guard bodies. "The various activities are scheduled to take place during Vijit's presence, including the sharing of expertise involving marine pollution control and marine search and rescue aspects between ICG and APMM," he told reporters after welcoming the arrival of the vessel here this morning. He also stated that the friendly and open nature shown by ICG provides opportunities for the general public especially students to better understand the functions, capabilities and interests of a maritime agency in safeguarding the security of the country's waters. |

If somehow government can allocate to the APMM the construction of 2 NGPC for each annual budget, by 2030 they can replace the entire old patrol boat fleet of the APMM with a reasonable cost.
The APMM currently use a lot of old ex-TLDM patrol boats with an average age of 30-40 years. Some even reach 50 years old already. This post has been edited by MilitaryMadness: Apr 11 2019, 04:32 PM |

APMM needs RM550 million to maintain maritime assets
![]() Home Minister Tan Sri Muhyiddin Yassin visiting the MMEA Air Station , Subang SHAH ALAM - The Malaysian Maritime Enforcement Agency (MMEA) requires at least RM550 million to maintain assets, especially vessels and outdated boats to launch maritime operations more effectively. Home Minister Tan Sri Muhyiddin Yasssin said the maintenance and overhaul of APMM assets should be carried out continuously so that the service life of existing assets can be maintained. "A provision for APMM for asset maintenance worth RM550 million for three years. I understand that APMM faces various challenges in implementing its functions and roles. "MMEA is still facing a lack of infrastructure such as jetties, personnel quarters and low numbers of officers & sailors," he told a media conference on his working visit at Subang Maritime Air Station, here, today. Also present were Home Ministry Secretary-General Datuk Seri Alwi Ibrahim and APMM Director-General, Admiral Maritim, Datuk Seri Zulkifli Abu Bakar. Muhyiddin said that since the APMM was established in 2005, the agency has carried over more than 300,000 maritime search operations and managed to make over 11,000 arrests covering various maritime crime offenses. "Maritime Malaysia also recorded significant achievements and was commendable when it decreased maritime crime statistics from 48.6 per cent in 2006 to 2.2 per cent in 2018," he said. He said the APMM will receive three Offshore Patrol Vessels (OPV) soon, built using local expertise. "These new assets will definitely increase the efficiency of the MMEA operations. In addition, the MMEA's intention to own a mothership will someday Insha-Allah will be given the best attention. "MMEA will also be empowered with significant air assets in carrying out piracy, robbery and search and rescue (SAR) activities," he added. "I was informed that MMEA already has its own strategic plan called the Pelan Perancangan Strategik Maritim Malaysia. "My hope is that the plan will be able to develop the human capital and infrastructure of MMEA to the highest level in line with maritime enforcement agencies in Asia Pacific in particular and in the world in general" he said. sos |

Malaysian government approves RM226 million supplemental funding for the Defence ministry under operating expenditures
![]() The Defence Ministry budget for 2019 now stands at some RM15.4 billion, with an extra RM226 million approved by the Parliament under a supplementary bill, on April 4. The extra funding will be allocated for the Operating Expenditure as Defence Minister Mohammad Sabu told Parliament that the funds will cover maintenance and other operational contingencies of the military. Mohammad Sabu said that the ministry had originally asked for RM851 million under the supplementary budget but only got RM226 million out of the RM19.6 billion approved by parliament on April. 4. Penyelenggaraan aset pertahanan merupakan tumpuan utama Kementerian Pertahanan bagi memastikan kesiapsiagaan negara seperti yang ditimbulkan oleh Yang Berhormat Jelutong berada di tahap terbaik pada setiapmasa.Manakala bagi memastikan kebajikan anggota ATM terus terpelihara. Juga ditimbulkan oleh Yang Berhormat Jelutong tadi. Kerajaan memberi peruntukan kepada selenggaraan rumah keluarga angkatan tentera dan bekalan ubat-ubatan di hospital dan Rumah Sakit Angkatan Tentera agar sentiasa mencukupi.Justeru itu bagi Tentera Darat peruntukan tambahan RM65.78 juta iaitu pengangkutan barang-barang dari luar negara untuk peluru, alat ganti kenderaan dan tayar kenderaan itu sebanyak RM1.85 juta. Sewaan charter untuk membawa tentera kita ulang-alik daripada Sabah, Sarawak dan ke Semenanjung yang kita charter sama ada AirAsia atau MAS. Itu memakan belanja sebanyak RM3.32 juta belanjawan tambahan. Kemudian, ditambah lagi dengan PLKN dulu di bawah Kementerian Pertahanan sekarang di bawah Kementerian Belia dan Sukan. Kita pakai tempat itu, Kementerian Pertahanan bayar sewa sebanyak RM28.6 juta. Kemudian, pembelian rangsum ini yang banyak berjumlah RM21.5 juta. Supaya askar kita cukup makan. Jangan sampai bulan Julai sudah tidak ada rangsum, nanti tidak cukup makan maka tidak sihat. Selenggaraan sistem komputer ini sebanyak RM7 juta. Perkhidmatan katering berjumlahRM29 juta. Di samping itu TUDM pula telah menerima RM100 juta bagi menampung kekurangan peruntukan sedia ada. Selenggaraan aset-aset utama seperti pesawat C130, Nuri, Sukhoi dan helikopter EC725. Di LIMA baru-baru ini kita lihat Nuri terbang. Tunjuk kepada penonton semua bahawa Nuri umur 55 tahun masih boleh terbang dan membuat persembahan yang baik. Sebab di dalamnya diperbaharui segala sistem, maka dia dapat terbang dengan baik. Kemudian kita lihat pula masa saya menjawab di awal penggal dahulu iaitu Sukhoi boleh terbang waktu itu hanya empat. Di LIMA baru-baru ini kita terbangkan 10…maintenance, repair and overhaul (MRO)dibuat oleh syarikat tempatan dengan kerjasama bantuan teknologi asing dan sebagainya kita dapat terbangkan Sukhoi bahkan membuat pertunjukan yang begitu hebat. Di LIMA baru-baru ini. TLDM pula sejumlah RM38 juta peruntukan tambahan telah diterima bagi menampung pembayaran kontrak rangsum lagi. Bekalan makanan. Di bawah Markas ATM, peruntukan tambahan sebanyak RM11.15 juta diterima telah digunakan bayaran pukal minyak Operasi Pasir. Operasi Pasir itu berjumlah RM6.15 juta. Bekalan ubat di hospital, Rumah Sakit AngkatanTentera ini kita minta tambahan RM5 juta. Jabatan Hal Ehwal Veteran. Bayaran perubatan veteran tidak berpencen belanjawan tambahan sebanyak RM2.4 juta.
