It's amazing that owners can resort to doing this sort of thing. The management of the condo would be seriously lacking if we see this trend where dogs are tied to the common areas of condo or apartment. It may be still acceptable to have cats or small dogs kept inside the units irrespective of whether the rules allow or disallow pets as long as the pets do not cause noise and environment disturbance that will affect other residents. But this one really takes the cake, a big dog kept at the staircase area. This just goes on to show the mentality that some people have with the things that they can do.
