Water supply pipe in riser leading into unit, Who's responsibility?

The water supply pipe leading into my unit is leaking. I want to find out if it is my responsibility to change it, or the management. It is the pipe from the riser that goes into the wall of my unit. The part which is leaking is in the riser, between the wall and the tap to turn the supply on and off.

Riser is the responsibility of the management.
Anything in the common area - management Once enter into the unit - Owner

Common rule.
Anything outside your unit will be under the management.
Anything inside your unit will be yours.
Anything above your unit will be your neighbor.

Thanks everyone. Just checking, cause for eg, all units put their own water pump in the riser. So, if it is under management, how come we are allowed to put our pump there. That's why I am confused.

Management has the right to remove the pump if management doesn't agree on it. But if the pipe is leaking due to the pump faulty or whatever alteration due to the owner, owner may need to fork out own money to fix it, as owner already alter the original plan.
