I want to get KL car plate, but now not available on ebidjpj

1) Can I go to JPJ get a running number under my name, but the car is under my wife name? If yes, any extra procedure?

2) Can I go JPJ branch to do it? for example Cawangan Maju Junction ?

3) Can I get Kuala lumpur car plate from JPJ Selangor or vice versa?

I went for mysikap after reading all the comments.
on 28th August at 0835am I went to JPJ manjalara branch with my wife, get the number on Ground floor and go 1st floor. wait for 10secs then is our turn. Whole process only took less than 5 mins... (bit regret to pay for the parking though... haha)

use the "code" to register in mysikap portal, and took me half day to learn how to use it.. (slow learner bit..)
that day the KL number is starting at 7+++. I cant get the numbers I want..
So I keep refresh and wait for new alphabet...
bad luck, the system was down around 11am to 2pm+.. keep searching for whats the running number and wait...
until around 6pm, only new set of car plate available " VDR". I quickly put the number I desired "VDR 88x8" and its available.
I proceed to pay, but failed by using Chrome. I changed to Microsoft Edge then only able to complete the payment (RM310)
send the receipt from Mysikap to my SA, job done!
