Since this question pops out, I would say like this (it took me a while to figure out):

By default, for normal number, can bid via ebid 1st, that's say when the series just opened.

Popular numbers, need to bid via JpJebid.

Come to your question,

I believe JPJ has a system to capture which number falls under which category. Having said that, you need to briefly check that the number is under which category.
I take it example of popular number, RM800 minimum bid, the next subsequent bid has to add RM40. You may try to bid at 840, 880 etc. but probably it won't go through, the system will tell you that your bid is lower than the existing bid. Another thing is you can just guess the bid in any bid and slowly refine the bid e.g.: RM1000, RM1200 see whether it goes through or not. If it go through, don't confirm yet, click cancel as in "Batalkan". Let's say you put 1,500 previously and it went through, you can slowly change to 1,000, 1,100 etc. see whether it goes through as well.
From there you can slowly guess the higher bid. However, believe me, a lot of people are eyeing on these numbers.
My piece of advice is really, have to wait for the last minute before ending then bid. Or have to spend couple of ringgits to roughly gauge the timing (gain the experience).
I haven't participated in any successful bid before, but I believe in the last minute, there will be a lot of bidding coming in and I don't know whether the system can withstand or not.
Also, you won't know who are in the bid but you will know your ranking, ie. what is your ranking in the bid. Only the no.1 in that particular bid will win the no.
RM10 will be charged for each unsuccessful bid even though you lost the bid (for each number that you participated in).

Note: for last minute bid, let's say you know that RM1,600 can be accepted, to play safe, better add another hundred ringgit. This is because at the last minute, possible that a few parties are bidding for the same number. Take it example, 3 bidders bid RM1,600, but the one bid RM1,800 will win the bids. This is to say during the last minute bid. Of course you can still bid RM1,600 but that one is subject to no other people who outbid your bid.

After the ebid then the leftovers numbers from ebid will be able to purchase at mysikap. Numbers at mysikap will not be as nice as ebid but definitely much much more cheaper

Just to give you piece of advice:
I was bidding for VFF XXX just now.
It was really close. Get prepared that the bidding price will go up really fast.
I gave an example:

Yesterday I was bidding VFF118, around RM1k +, today I checked, my bid was 5th, and the price I check was close to RM5k. This was before 11 a.m. (1 hour before the bidding ends).

I won't know about VFF118 and another no. that I was bidding.

But let me share about VFF8XX that I was bidding.

I just paid RM10 to participate this bid VFF8XX.
This no. is considered a normal no. not a popular no.
This evening when I checked, it was RM665.
I thought sure can get.
20 mins before the bid ended, it was RM730.
Then I checked 10 mins before the end, it was RM1k already.
I was really nervous and kept on waiting. I think 4 mins before the end was RM1188.
Then very fast it went up to RM1500 above and I settled at RM1600.
First attempt of RM1600 was around 2 mins before the end, when I clicked RM1600, at the payment page, it said something like connection interrupted.
Then I immediately reopen a new tab and managed to make transaction just in time for RM1600.
When I went back to the ebid page, it says,
Service Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
Whether my transaction went through or not, I have to wait until the page resumes.

So, the moral of the story is, be prepared for the sudden increment of the bid at the last minute and anything can happen.
Also, prepare one or two different credit cards, just in case one CC doesn't work.
And set the maximum target bidding price that you can afford.
Also, spent couple of RM10 for different ideal nos. as backup, in case the bidding price of the number you like goes beyond the affordable range.

Just sharing my experience.
Like previously mentioned, please be prepared to bid for popular numbers or golden numbers.

One thing to note is, if really want to bid some popular numbers, please have at least 2 backups.
If you are bidding for a particular number and it's popular, prepare another 2 or 4.
This is because, at last minute, a lot of things might change.

Like I said, I was bidding VFF8xx.
Then, last 2 minutes I checked, I am pretty sure it surged to RM1,600.
So, I used the last minute to place RM1,600, then I lost.

The moral of the story is, if bidding for some popular series,
If you know that the next bid is RM1,600, then +RM200.
This additional RM200 is depending on individual.

So, when I bid RM1,600 that time, probably there are few people who bid RM1,600.
But then, that is the last bid, so another guy just bid RM1,800 and he/she outbid all those who bid RM1,600.

Remember, last bid, always +RMX00.

Seems like nobody wants.
Unless you talking about special series, but I also doubt so.

Edit: My suggestion would be, can try in ebid first, RM310, because this is a very front number.
If don't mind any series, then wait until that series appear in the mysikap easier, also RM310.
But ebid you need to bid, mysikap if the no. available, straight away can buy (no need to bid).
Also, if chose to buy at mysikap, you have to wait at the mysikap page once that particular series open, as 185 is considered number in the front, will be available in very short time.

The system will automatically move/ roll quite a few number every hour even though nobody buying.

Asking, I just won a bid via mysikap and received a receipt.
Do I need to wait for any formal notification or the number is belong to me already?
It's a KL no. so I can collect at any JPJ branch (not in KL), right?

Let me help to answer this question.
Let's say the no. is just normal no. e.g.: 9527
Normal no. needs at least RM300 + RM10 = RM310 to bid.

But before you start, you need to pay RM10 (non refundable) in order to participate in that particular no.
You can participate as many numbers as you want but for each number, you need to pay RM10.
Of all the number that you bid, as individual, you can only win the bids for 3 number.

After you have participate in 9527, then only you can roughly guess bid this number is in.
By default it's RM300 for 1st bid.

If the current bid is RM 826, which you won't know, you need to start from RM300.
The system wills show that your bid is lower.
Then you try RM600, system will show underbid also.
Then you try RM1000, system will say you can place the bid.
Just don't pay first.

Then you can try to reduce to RM900. System will say you can place the bid, don't pay first.
Then you can try at RM800, system will say your bid is lower.
Then you can try to increase RM10 until RM830, then you know the actual figure is between RM820-RM830.
Of course you can try from RM820, 821....until you can successfully guess the figure.
Anyway, after you have bid, after a while, the system will show that your ranking in the bid.

If you remain the 1st until the bid ends, then you win the bid.
However, for popular no., the bid will shoot up very fast at last minute, I have seen myself, it's crazy.

Ok, just give a broad view about mysikap and ebid.
Correct me if I am wrong.

ebid is easy, you can just register online.
for mysikap, you need to apply at jpj.

This is where the stupid system comes in:
(anyway, it's taxpayer money, the system could be better)

Let's say, the KL no.
The 1st place all the Vxx series will come out will be at ebid.
All the number will go for bid, highest bid gets the no. , take it example 8888 and etc.

The next round after the ebid will be mysikap.
Leftover number take it example 1587 etc...may appears in my sikap.
I do not think it is possible to get number like 888 or 8888 at mysikap.
Any number you have searched (only 50 numbers e.g.: 1150 to 1200) , whichever available, will appear at my sikap.
Let's say you looking for 1157. If it appears, you can buy it straight away at RM300 + RM10, total RM310.
All the no. appear at mysikap can be purchase immediately and will be yours immediately.

Please note that the mysikap system will auto roll, as in within 1 hour, it will go forward around few hunder number.
Number that are not purchased are redundant number and belong to nobody, so odd no. (nobody wants one).

So, ebid (better chance but must know how to bid) --> mysikap --> probably some agents (odd no.)
I believe this is the flow.

Whenever you bid a no., the system will hold the money first.
Transaction will be done after 24 hours the bid has completed.
This is what I know.

Take it example, you bid 1111, RM4,888.00.
You will be brought to payment page.
You will pay RM4,888.00, the system will hold the payment 1st.
If in the end of the day (bid), you are the 1st bidder, then the RM4,888.00 will be gone through the system by default.

If you bid all 3 numbers and you are the highest bid, you all have pay for all 3 no.
So far there is no way to get refund so far.

This is Malaysia, you know, some people might just back off.
To prevent that, the system has to ensure the bidder is willing to pay by holding the payment.
