As far as I know (I could be wrong), the new series number is released on JPJebid first. Then only leftover will be available on MySikap. The number from MySikap will lag few series behind JPJebid. currently penang latest number plate is PULAU PINANG - PRA8142

Example: For Wilayah plate, the JPJebid is at VLW. While the MySikap is at VLT. There are drop down box option for VLU, VLV, VLW at MySikap but those series are not exist (available) until VLT series ran out.
If you see a VLV plate, likely that the owner won with JPJebid and register the car immediately.
