Try connecting a cable directly to the modem. Some modems have web config, check the model manual for details.

Try connecting an ethernet cable from the PC directly to the modem. A lot of modems have web config, you can access the modem directly from the browser. Maybe if you post the modem make and model someone can help you.

you have to connect either a straight cable or a cross-cable to it from the PC. Either one should work. The other guys can tell you which one. Also you have to set up the PC's internal IP address to be in the same subnet as the one in the modem.
