hmm... I'm in Bt Maung Penang. Before the 1st October telephony disruption problem occured, I usually get 115.* IP but since then, I'm only getting the 218.111.*
I noticed there' not much difference, but torrents go to maximum speed faster with 115.* IP. 218 pickup is a bit slow.
